Registration with A.I.R.E. is FREE. It is MANDATORY for Italian citizens to inform their Municipality in Italy (Comune) of all changes regarding vital records (marital status, citizenship, address, family composition, and residence).
The Italian Municipality automatically receives notice of such changes if they occur in Italy; however, if the Italian citizen resides abroad, the Italian Municipality can only be informed of changes if reported by the Italian citizen through the nearest Italian Consulate (using the FastIT portal) in the consular jurisdiction.
It is also expected that the Italian Municipality will proceed officially with registration in its A.I.R.E. records when it becomes aware that the citizen is permanently residing abroad. Similarly, the Italian Consular Office of the place of residence will request the Italian Municipality to register the citizen in A.I.R.E. when, during any administrative procedure (for example, the issuance of a passport), it has confirmed effective and permanent residence abroad.
A.I.R.E. registration can therefore also be performed without a direct initiative from the citizen; however, in any case, the citizen will be informed by means of an administrative notice from the Italian Municipality.
Please note that only in exceptional cases, duly justified, such as for an Italian parent residing in Italy with a minor child residing abroad with a foreign parent, documents may be accepted via email (anagrafe.filadelfia@esteri.it); otherwise, the request for A.I.R.E. registration must be completed online through the FastIT PORTAL.
Below are some practical instructions to proceed with A.I.R.E. registration.
1. If you have never created a FastIT account:Create a FastIT account;
2. Once a FastIT account is created, you must choose one of the following three procedures:
a) If you must register with A.I.R.E. for the first time at this Consular District or in case of transfer from another Consular District or from Italy, attach the following documents:
- Completed and signed request form;
- Proof of Italian citizenship by presenting one of the following documents (Copy of Italian Passport, Certificate of Italian Citizenship to be requested from the Municipality of last residence in Italy, digital Identity Card (CIE) front/back, Decree of Recognition of Italian Citizenship issued by the Court);
- Proof of residence address in the USA by presenting one of the following documents (USA Driver’s License, lease agreement, recent utility bill);
- If in possession of other citizenships, present a copy of the Passport of the country of which you hold citizenship;
- If in possession of other citizenships besides that of birth and born before August 16, 1992, present copy of the Naturalization Certificate;
- If you do not hold American citizenship, present copy of the USA Residence Permit (green card or entry stamp in the USA or most recent I-94).
b) If you are already registered A.I.R.E. in this Consular District and need to change your address within the same Consular District, attach the following documents:
- Completed and signed Change of Address Form;
- Proof of residence address in the USA by presenting one of the following documents (USA Driver’s License, lease agreement, recent utility bill);
- Copy of an identity document (USA Driver’s License or copy of Italian Passport or copy of USA Passport).
c) If you wish to have access to your personal registration file online: Log in to your FastIT account, click the tab ‘Consular Records and AIRE’ and ‘View Your Personal File’. You must attach an identity document.
Following are some examples to help choose the right procedure.
* The Italian citizen has just moved from Italy to an address under the jurisdiction of the Consulate General of Italy in Philadelphia: (follow procedure a);
* The Italian citizen lived in Miami and has just moved to an address under the jurisdiction of the Consulate General of Italy in Philadelphia: (follow procedure a);
* The Italian citizen lived in Venezuela and has just moved to an address under the jurisdiction of the Consulate General of Italy in Philadelphia: (follow procedure a);
* The Italian citizen lived at an address under the jurisdiction of the Consulate General of Italy in Philadelphia, is registered A.I.R.E. at this Consulate, and will move to another address also under the jurisdiction of the Consulate General of Italy in Philadelphia: (follow procedure b);
* The Italian citizen lived at an address under the jurisdiction of the Consulate General of Italy in Philadelphia, is registered in A.I.R.E. at this Consulate, and will move to an address that is NOTunder the jurisdiction of the Consulate General of Italy in Philadelphia: (Contact the new relevant Consulateand proceed with A.I.R.E. registration at the new Consular Office, which will communicate the A.I.R.E. variation to the previous Consulate, the Italian Municipality, and the applicant);
* The Italian citizen lived at an address under the jurisdiction of the Consulate General of Italy in Philadelphia, is registered A.I.R.E. at this Consulate, and has repatriated to Italy: (Register at the Italian Municipality of new residence mentioning that you were registered in A.I.R.E. at the Consulate General of Italy in Philadelphia. The Municipality will notify the Consular Office of origin).
* The Italian citizen registered in A.I.R.E. at the Consulate General of Italy in Philadelphia who needs to verify their information on the personal file: (follow procedure (c).
