Passports

IMPORTANT NOTICE TO ALL ITALIAN CITIZENS

Effective March 1, 2016, it is necessary to schedule an appointment, by using the on-line appointment scheduling system to submit a passport application, and following the instructions set forth below.

The new procedure for issuance of the electronic passport requires fingerprinting.  Therefore, it is necessary to make a personal appearance at the Consulate.   It is no longer possible to request the passport by mail, with the exception of minors under 12 years of age.

The passport is both a travel document and an official ID document.   For issuance of the passport,  it is necessary to apply to the Consular office having jurisdiction over the geographical area where the Italian citizen resides. 

To determine the appropriate consular jurisdiction where you reside (particularly for Counties in New Jersey,  Maryland and Virginia) please consult this web page for the Consular jurisdiction of the Consulate General of Italy in Philadelphia or this page for all the Italian Consulates in the United States.

Due to the high number of requests for issuance/renewal of passports,   the average waiting time for an appointment, at certain times of the year, can be several weeks.

PLEASE NOTE:   If, upon accessing the on-line appointment scheduling system, you find no appointments available (all boxes are marked red), applicants should retry accessing the system at a later time.  Every day, after midnight (except Friday and Saturday),   new appointments are automatically made available for the next appointment opening.   More appointments become available in the course of the day,  in the event of any cancellations/rescheduling by applicants.

Do not wait for the last minute to request/renew your passport:   if you think you will need to travel abroad, you are urged to schedule an appointment now, to allow sufficient processing time.  With the vacation and travel season approaching, requests for passports increase greatly and the waiting time for appointment availability could increase quite significantly.

Do not wait until your passport expires to renew it:   applications for passport renewal can be presented six (6) months before the expiration date.  Also, certain Countries require a minimum of six months validity remaining on the passport to issue an entry visa.  Be sure to renew your passport in sufficient time.   


1. Passport issuance for adults

For the issuance of passport for adults (over the age of 18) it is necessary:

  • To be an Italian citizen
  • To be registered in the AIRE (Registry of italian nationals living abroad) with updated residence address in this consular jurisdiction
  • To have booked an appointment online               

On the day of the appointment you will need to be present at the Consulate with the following :

  • Application duly filled out
  • Two passport pictures (4.5cm X 3.5cm, frontal, white background)
  • Italian passport, unless you are applying for your first passport or in case your previous passport was either lost or stolen
  • US Visa or United States Permanent Resident Card ("Green Card"), issued after August 16th of 1992 or renewed after this date. Please note: without an updated Green Card will be not possible to issue the passport;
  • Copy of other passport (if other nationality applies)
  • Copy of US driver’s license
  • Passport Fee: payable only by two USPS money order (obtainable at any postal office): one for $90.40 (administrative tax) and one for $52.30 (passport/booklet) made out to Consulate General of Italy. No other forms of payment will be accepted.

Consent Agreement (click here for form) of the other parent if you have minors children. The consent agreement is always necessary even if the passport is only for the parent and not the minor, even if separated, divorced, adoption, sole custody, etc.

If the parent giving the consent is a European citizen the regular signature will be sufficient, accompanied by the copy of his/her European passport otherwise the signature must be notarized by a Notary Public recognized in our Consular Jurisdiction, otherwise notarized by a Questura or Comune if in Italy, or a Consulate/Embassy if in other Countries.


2. Passport issuance for adults not resident in this Consular Jurisdiction

For the issuance of passports for adults NOT resident in this consular jurisdiction and NOT registered in AIRE it is necessary:

For the above applicants it will be necessary to request and obtain the authorization from the Questura or the Consulate/Embassy competent for their residence.

On the day of the appointment you will need to be present at the Consulate with the following:

  • Application duly filled out 
  • Two passport pictures (4.5cm X 3.5cm, frontal, white background)
  • Italian passport, unless you are applying for your first passport or in case your previous passport was either lost or stolen
  • Visa or green card
  • Copy of other passport (if other nationality applies)
  • Copy of US driver’s license
  • Payment: payable only by two USPS money order (obtainable at any postal office): one for $90.40 (administrative tax) and one for $52.30 (passport/booklet) made out to Consulate General of Italy. No other forms of payment will be accepted
  • Prepaid/addressed envelope for the shipping of the new passport (and voided old if, if applicable) such as Priority Mail or Express Mail from the United States Postal Service

3. Passport issuance for minors over the age of 12 (must be present at the Consulate for the acquisition of fingerprints)

Also the above minors must have an online appointment booked.


On the day of the appointment the minor (with at least one parent) will need to be present at the Consulate with the following:

  • Application for minors duly filled out by one of the two parents. The other perent must sign this form either in person at the Consulate or in front of a notary public, giving assent,
  • Copies of parents’ passports
  • Two passport pictures (4.5cm X 3.5cm, frontal, white background)
  • Previous Italian passport, unless you are applying for your first passport or in case your previous passport was either lost or stolen
  • Visa or green card
    Copy of other passport (if other nationality applies)
  • Payment: payable only by two USPS money order (obtainable at any postal office): one for $90.40 (administrative tax) and one for $52.30 (passport/booklet) made out to Consulate General of Italy. No other forms of payment will be accepted
  • Proof of birth certificate registration in Italy (if born abroad)


For the issuance of passports for italian minors NOT resident in this consular jurisdiction and NOT registered in AIRE it is necessary to bring, in addition to the above mentioned documents, also a Prepaid/addressed envelope for the shipping of the new passport (and voided old if, if applicable) such as Priority Mail or Express Mail from the United States Postal Service


4. Issuance of passports for minors under the age of 12

Such passports can be requested by mail by sending the above mentioned documents and the prepaid envelope. In addition one of the two photos should be authenticated by a notary public on the specific photo authentication form.

 

5.  Lost or Stolen Passport

Immediately present or mail to the Consulate:

If the applicant is in an emergency situation (for example a tourist who must return to Italy immediately) and there is no time to request the required Nulla Osta to issue a new passport, we can issue a Emergency Travel Document valid ONLY to return to Italy and some transit countries, or the State of permanent residency. To obtain an Emergency Travel Document you need to present, or mail:

  • Travel Document Application 
  • police report obtained from the Police Precinct of the place where the theft happened
  • Lost/stolen passport report (printable from this page)
  • 2 passport pictures  (4.5cm X 3.5cm, frontal, white background)
  • Another picture ID (such as driver’s license or identity card)
  • Passport number (if available)
  • Proof of airline reservation
  • $2.00 in cash

The Emergency Travel Document has a validity of 7 days.

6. Italian minors under the age of 14 (fourteen), traveling without their parents or guardians. Authorization Request.

Minors under the age of 14, traveling without their parents or guardians, must hold a traveling authorization issue by the Consular Office covering the jurisdiction of their residence.

This authorization will be issued upon presentation of the application (please see attached form) by the parents or guardians who will indicate on such form the name of the person (or persons), Society or Airline Company, to whom the children will be entrusted during the journey.

The above application must be signed by the children’s parents or guardians, in the presence of the consular officer.

The application as well as the authorization are valid for one trip with departure and return within a period of six months (with the exceptions of particular circumstances such as medical care, studies, etc).

PASSPORT FEE (valid for 10 years)

Please be informed that according to the law n. 66 of April 24, 2014, which was amended by Law n. 89 of 23 June 2014, the cost of issuing the passport has changed.
Therefore as of July 8th 2014, the fee for an ordinary passport will include an  Administrative fee of 73.50 Euro plus 42.30 Euro  booklet cost. The dollar amount will be established according to the quarterly exchange rate.

In the current trimester the passport fee is in the amout of $136.60 payable only by two USPS money order (obtainable at any postal office): one for $90.40 (administrative tax) and one for $52.30 (passport/booklet) made out to Consulate General of Italy. No other forms of payment will be accepted.

The same abovementioned decree abolished the annual passport fee.

EXPEDITED RUSH PROCESSING

Only in the event of absolute and documented urgency (need to travel for serious personal /family reasons or to return to Italy in case of citizens only temporarily abroad), you may appear directly at the passport window – even without an appointment - and present documentation justifying the urgency.   The request of a passport –by way of exception - without an appointment – will be evaluated and is subject to approval.  If not approved, the applicant will be instructed to schedule an appointment on-line for a later date.  If the request is deemed urgent, “expedite fees” will be charged, requiring an additional consular fee of $61.50.

Do not purchase air tickets before obtaining the issuance/renewal of your passport.  The possession of an airline ticket, alone, will not be considered a justified urgency to issue the passport.

PLEASE NOTE:  The Honorary Consulates of Italy in Pittsburgh (PA) and Virginia Beach (VA) have recently been appointed by the Italian Ministry of Foreign Affairs and International Cooperation to accept applications for Italian passports.   Italian citizens residing in these areas of the United States (Western Pennsylvania, West Virginia, Virginia and North Carolina) may therefore plan, sufficiently in advance,  for the renewal of the Italian passport by scheduling an appointment to appear in person in the offices of the Honorary Consulates for the required fingerprinting.   The complete applications submitted through the Honorary Consuls will then be forwarded to the Consulate General of Italy in Philadelphia for processing.  The passport books will be printed in Philadelphia and will be returned directly to the applicant using the applicant’s self-addressed and pre-paid envelope, included with the application.
